I am retired from the Port Hueneme Police Department, in Ventura County, Ca. During my employment there; I worked as a uniformed Patrol Officer, and an undercover Narcotics Detective. I received the “Officer of the Year” award in 1996, and have built my expertise in the field of Narcotics enforcement. I have written at least 30 narcotics related search warrants, and served hundreds of others. I have attended several investigative courses given by the D.O.J., D.E.A., and F.B.I. I have accumulated over 160 hours of training in narcotics investigations, and hundreds of hours of in-field experience.

I have 30 years of experience in the investigative field and am now providing security consultations for various industries including Medicinal Cannabis facilities. My law enforcement experience has been an invaluable asset for my field of work and to ensure the proper training of our employees and operational policies.

I conduct California State approved Guard card training and I am well versed in the current training manuals.

I conduct Responsible Beverage Server training for various nonprofit groups and business’s, and I am listed on the California Alcohol Beverage control web site as a training provider.

I am also a licensed private investigator and specialize in undercover surveillance and insurance fraud. Other law enforcement agencies I have worked for are The Orange County Sheriff’s Department and the City of Perris in Riverside County, Ca.

Expertise Related to Controlled Substances Including Cannabis

I have received approximately 80 hours of training at the orange county sheriff’s academy which included, but was not limited to, symptomology, identification of controlled substances and common methods of using, packaging and distributing controlled substances including Cannabis. I have received 16 hours of training conducted by Joe Kline seminars which included, but was not limited to, drug dealer profiles, search warrant preparation, drug recognition and symptomology. this training included simulated manufacturing of rock cocaine .by utilization of procaine, as well as the packaging of simulated drugs using toy balloons, cigarette rolling papers, paper bindles, plastic bags and syringes. Joe Kline is a sergeant with the Fullerton police department in California and conducts seminars relating to narcotics and search warrants.

Summary of Experience

  • I have received 24 hours of training conducted by the Ventura county criminal justice training center which included, but was not limited to, the identification, packaging, symptomology, production and common methods of using controlled substances including Cannabis.
  • I have attended a training class at the Ventura county crime laboratory given by Dea Boehme, a qualified forensic chemist, in the use of the Becton-Dickinson ‘Scott reagent system, which is a series of presumptive tests utilized to identify controlled substances.
  • I have attended an 80-hour course of training in narcotics investigation conducted by the department of justice bureau of narcotics enforcement. This class encompassed the cultivation, processing, packaging, symptomology and distribution of controlled substances including cannabis this class also dealt with indicators of narcotics traffickers, undercover operations, narcotics investigation and evidence gathering.
  • I have testified in Superior court in the county of Ventura as an expert in the Field of narcotics.
  • I have attended 24 hours of training conducted by the California Narcotics Association training institute. this training included weighing, packaging, and distribution of simulated drugs using scales, plastic bags, paper bindles, toy balloons, syringes and cigarette rolling papers. also encompassed was a demonstration in which cocaine hydrochloride was converted to cocaine base.
  • I have made no fewer than 50 narcotic-related arrests, predominately dealing with subjects being under the influence of controlled substances. In addition to those arrests, I have examined at least 200 other subjects for being under the influence of controlled substances including Cannabis.
  • I have gained valuable information and experience speaking to subjects and arrestees, who use, sell package and transport controlled substances including Cannabis.
